OPM works to create a positive impact on public services
and to achieve improved social results.

We provide innovative services in consultancy, people development and research. We help organisations that want to make a greater social impact, meet the needs of their communities and respond to change.

We have wide experience in leadership and management development, organisational and policy development, evaluation, research and public and stakeholder engagement. We also have teams who can write, edit and design documents for print and web; organise projects efficiently; and organise events.

We stay at the leading edge of social policy and public services and speak with authority about challenging issues. We are leading thinkers about the future of public services and we publish our ideas. We also invest in public interest activities such as research and seminars.

We are experts in dealing with complexity and in working across organisational boundaries. We listen to our clients, develop a clear understanding of what is required, identify the most efficient and effective approach and put together teams with the best fit of skills and experience. Strong project management, user engagement and use of evidence underpin all our work.

OPM is made up of enthusiastic members who care about people and public services and work within a strong ethical framework. Founded in 1989 as a not-for-profit company, we became fully employee-owned in 2006.

This section of the site takes you to our corporate pages, introducing our members, telling you about our clients, our job vacancies and the voluntary work we do locally, and providing contact details and notices about privacy and intellectual property rights.

You can reach other sections of the site — covering the types of work we do, the ideas and approaches we have been taking with with our public service clients and the resources we have made available — by using the dark blue menu at the top of any page. The most recent articles are all in our our blog where you can also have your say. Or sign up for our regular email newsletter through which we share what we have been learning and developing in the fields of policy and management practice.image of AR cover
