
Integrated commissioning is an important part of the Change for Children agenda, through which the lives of children, families and young people can be improved. The lack of a shared understanding of what integrated commissioning really means has impeded progress in many places. The ideas in this book have been developed over the last two years through many workshops, coaching sessions and learning programmes, where we have helped people to make progress in their local systems.
This book provides practical guidance for all those involved in commissioning. After defining commissioning and the development of the concept within public services in England, it includes sections about the organisation of the commissioning function within children’s services authorities, the governance of commissioning, and the management of commissioners’ relationships with different service providers. It also explains multilevel commissioning and suggests a simple framework to ensure high standards to keep children safe from harm.
